Cynthia Y. Carroll, a native North Carolinian, was graduated in 1975 from the University of North Carolina at Charlotte with a Bachelor's Degree in English. She earned a Masters' Degree in Education from UNC-C in 1978. She was an educator for 16 years before she entered North Carolina Central University School of Law, where she earned her Juris Doctorate in 1992.

Cindy limits her area of practice to family law. Having been a single mother herself, she understands the turbulent emotions involved in divorce. Having been an educator, she appreciates the hardships faced by families in adapting to a new lifestyle.
    
Cindy also represents Pamlico County Child Support Agency in establishment and enforcement of child support orders and Pamlico DSS in actions to protect neglected, abused and dependent children. Cindy served as employment law counsel for members of the North Carolina Association of Educators for 12 years. She is a member of the Craven County Bar Association, the North Carolina Academy of Trial Lawyers, and the Family Law and Education Law Divisions of the North Carolina Bar Association.

She is married to Gary Tiddy, who is "the wind beneath her wings".  She has two grown daughters, Shelley and Courtney. Cindy enjoys scrapbooking, traveling, boating, and reading. However, most of her spare time is devoted to spoiling her granddaughters, Kaili and Katelyn.
